The launch of the Who Cares: Who Pays report, commissioned by UNISON and undertaken by Professor Sue Himmelweit, Open University and Professor Hilary Land, University of Bristol,will look at personalisation, the workforce and the future delivery of quality social care.

The debate around personalisation and the future delivery of social care services is challenging but crucial, particularly given the current economic climate. We do not know the outcome of the 2010 General Election, but irrespective of the colour of the governing party, huge economic pressures will persist on local government services. All eyes will focus on the 2011 Spending Review and this will be an important mile stone for funding and supporting the transition to any future National Care Service. All political parties are focused on how more can be delivered for less – but will need to also address how they will maintain and improve positive outcomes for both service users and the workforce.

The launch event will allow those attending to hear about the key issues emerging from the research by the authors of the report and provide a timely opportunity to discuss how these priority issues can be taken forward. Dave Prentis, General Secretary of UNISON will open the launch and Cllr David Rogers, Chair of the Community Wellbeing Board LGA will talk about the LGA vision for the future of social care.

There will be a panel discussion which will be chaired by Baroness Greengross. Delegates will have an opportunity to ask questions and contribute your thoughts and ideas to this important debate. UNISON is committed to working in partnership and influencing the policy decision making process to ensure our future social care service is based on a quality service that benefits all, including both care workers and care service users.
